Quite frankly I believe the situation on alcohol is quite good to be honest, the government is notably taking measures to lower the amount of underage drinking going on, why even today me (the apparant 25 looking year old) got asked for ID. Shops are certainly more strict about ID than they were a year or two ago, and will continue to be more tight when it comes to selling alcohol. As for drunken violence, that is usually caused by drinkers who are over 18....who have also snorted coke or something. It is seldom caused by drunk underage chavs, as underage chavs wouldnt need drink to cause trouble in the first place, if they were gonna cause any trouble at all, and wouldnt be able to handle the ale if it came to it as they are underage.

The alcohol and ciggy age limits are put there for two reason 1 -so that your body is developed enough to handle such things 2 - so you are mature enough to use such things responsibily (, shit spelling sorry:( )
so it is a little bit silly for the fact you will have 12 year olds who are more developed than 16 / 17 year olds . so i think maturity is the key , i am a underage drinker an i drink responsibly (sorry again an i think i have passed english) . but imagine that little dude of different strokes tryna handle a couple of bottles of stella , he would need a stomach pump quicker than you could say "what you talkin bout wilis" . an he is 18. that will do me , have a good think about that one comrads .
